College of Industrial Management for of Oil and Gas Organizes a Scientific Symposium Entitled “An economic reading of Iraq’s federal budget 2023-2025”

The Department of Oil and Gas Economics at College of Oil and Gas Industrial Management organized a scientific symposium entitled “An Economic Reading of Iraq’s Federal Budget 2023-2025”. It hold on Tuesday the twenty-second, in the conference hall, under the patronage of the President of Basra University for Oil and Gas, Professor Dr. Muhammad Halil  Al-Kaabi, and under the supervision of the Dean of the College of Industrial Management for Oil and Gas, Professor Dr. Sami Obaid Al-Tamimi. Dr. Sami Al-Tamimi lectured at the symposium, explained that the concept of the budget is the economic, social, cultural and political programs that the state wishes to implement during the coming year, and the budget is the mirror that reflects the state’s orientations. The economic, social, cultural and political figures during the coming year are estimates of the public revenues that can be obtained and their expenditures in the coming year. Regarding public revenues, he added that the estimated revenues from the export of crude oil were calculated on the basis of an average price of ($70) per barrel, and on the basis of an exchange rate of (1300) One dinar per dollar, and he continued," What distinguishes the 2023-2025 budget is its approval for three years, avoiding delays in approving the 2024-2025 budgets and the high rates of implementation of service and economic projects". The researcher also reviewed (spending by ministries) and the government’s giving importance to the ministries of oil, interior, defense and health with higher spending rates. From education, agriculture and industry, comparing Basra and the Kurdistan region in terms of the quantity of oil exported and their participation in the total oil revenues in the federal budget compared to the shares allocated to them in the budget. He also reviewed non-oil revenues and the need to pay attention to that aspect for the diversification of the country’s economy instead of unilateral dependence on oil. The conclusion of the symposium included interventions from specialists who attended the symposium and provided comments on the pros and cons of the tripartite budget, emphasizing the importance of the scientific aspect in evaluating the economic aspects of the country, especially those that relate to the life of the Iraqi citizen.
